1. Acquire a Domain Name
    I recommend NameSilo or Uniregistry
(NameSilo is cheaper, but Uniregistry has a nicer UI)

I no longer recommend Namecheap, because, (ironically) they have dramatically increased their renewal rates.
(+40% more expensive for .com, compared to industry standards)

  2. Subscribe to a Hosting Plan
For most purposes, I recommend Shared Hosting from Hostinger

  3. Point Domain Name to Hosting
You need Nameservers from your Hosting to do this (ex: ns1.hostinger.com)

  4. Setup WordPress Infrastructure on Hosting
One-Click Install is Available through many Hosting Providers

  5. Customize WordPress Aesthetics
Make it look how you want it to

The above information covers the basics of what you need in order to create your own website.
